thanks to all of your good tips and suggestions on my extreme high water bills after moved in to the newly closed home with builder meritage home. they did not set water meter to be zero when i moved in on July 1st.
who should set the meter to be Zero ? the home builder ? or the MUD#58 ?

To my knowledge it's not set to 0. It's just continues from the previous point of the old owner.

I have never heard of the meter being reset to zero. Usually they just read it once the previous account is closed and your account starts from there.

In other places I have lived, where I bought a home, the previous owner paid the bills of all utilities to the last day of occupancy. The bills get put in my name as of the day I signed the contract and the utility bills me only from that point. Meters were never re-set. Maybe TX is different?

I read one of the home owner in houston said about water meter set to Zero. I am new in town, curious to find answers.

so if on my first water bill , shows pres read 45, prev read 39. that means they continued from previous owner, in this case is home builder. so should be correct. I guess. that is from July 1st to July 7th. I moved in July 1 st

Setting to zero isn't needed and I don't think it's done, a final reading is all that's needed

It's never reset to zero, your bill should show a previous reading and a present reading, they just do the math and calculate your usage.
