Drove my Texas car to Chicago and received a parking ticket while I was there. Meter was not working but they still charge me $100 fine. If I don't pay it, can they suspense my driver license and seize my car?

No, but they can put out a bench warrant, and if you ever get stopped in Chicago again, they can arrest you. Back when I lived in NYC, I was driving through Pennsylvania and received a speeding ticket for going 15 over on the Turnpike. I never paid it, and they sent me a letter to my house that if I don't pay, I may be arrested if I'm ever stopped in Pennsylvania again. About 5 years later, I was driving through the Pocono mountains in Pennsylvania after a snow storm, and an oncoming car lost control and hit me head on. When the cops came, I thought for sure that that bench warrant would show up LOL....thankfully, it didn't. I never heard from them after that one letter in the mail though.

I know they can suspend your license for moving violations, probably not for parking tickets. Did they mark that it was a Texas plate and not an IL plate on the ticket? If they didn't I doubt they'll have any record of you even having that ticket.

Yes, it has TX plate on the ticket. Will they collect me? If I don't pay, will they report to credit bureaus?

this is 100% wrong.......OP got a parking ticket which is way way different from a speeding ticket.

no....it will get turned over to a collection agency and they will try to collect it plus fees.
