It doesn't make sense to me. Metro runs all the way to Spring but it can't cross a river to Baytiwn? Why

Baytown never voted to join Metro, and dedicate the 1% sales tax to transportation. So, no Metro to Baytown.

Actually, metro needs 1% of the sales tax and Baytown, like Pearland is already at the Texas local sales tax cap.

Metro was all set to have a Park and Ride in Pearland, but we could not increase our sales tax to pay them because we are at the Texas cap, so no park and ride for us even though they had the land.

Could Brazoria County start a quasi transit agency to get a park-and-ride to get around this?

The sales tax cap may be the reason why Harris County Transit exists. They explicitly serve parts of the county not served by METRO: Pasadena, La Porte, Baytown, Highlands, and Crosby.

I am not sure if that can be done. I know that the city is looking into this though.
