It has been a full calender year since i last received a benifit. It says on the website "There are no benefits left on your current claim, which is in effect until Sep 23, 2017. You may file a new claim on Sep 24, 2017."
if i havent worked in the last year am i able to receive unemployment again starting on the 24th? or will i be ineligible?!

Since the benefit is based on the first 4 of the last 5 quarters earnings, I'm going to guess and say no. If you've used up your benefits, you have to find work somehow, and build your earnings base back up. But, I'm no expert, so ask the TWC.

Why don't you just ask the TWC directly and get the answer? It will be faster then waiting for someone here to give you an answer, which might be incorrect.
