Houston Housing Authority has refused to pay my rent because I failed inspection and the tenant did not allow me to carry out repairs. This is not right. What can I do?

Its not up to the tenant to "allow" you to carry out repairs. Its your house. Give them notice you will be going in to repair the house.

+1. If the tenant puts up some kind of fight regarding needed repairs call the sheriff.
