You're confusing private generation with unregulated generation. All power generation is regulated to some extent. Even in Texas the rates are capped. At a ridiculous level of $9000/kwh, but still capped. If you can set a cap it's then just a matter of where you set the cap. Reminds me of the old hooker joke.
