Maybe so, although the Texas Attorney General is usually pretty quick to sue/counter sue and respond to Lawsuits like the Houston one or White House orders.

It could be that they just move the money to another project and let Houston decide when they want road work done in their area.

The latter is a real possibility. Usually local leaders are lobbying to get those dollars and projects into their area not fighting to keep them out. This is a rather unusual situation where the state wants to use state money to fix up the roads in a city and the city files suit to stop it.

Or do what happened last time Houston "leaders" did something like this and divert the funds to another part of the state entirely (rail funds going to DFW for their orange/green lines after money for the University line was blocked).

290 really isn't that bad, especially with the recent renovations in the Houston metro. It's nice not having to constantly dodge big trucks like you do on I-10.

Still has too many stop lights and small towns to pass through and the East Austin section of it really needs to be upgraded to full limited access. The Houston metro section of it is pretty nice though.

Best to check with those running Houston on that. They are the ones turning down a project that have been in the works for over a decade.

Happens in California all the time. It begins with small activist groups and then the City leadership puts them first.

Somebody will get lucky, probably determined by the progress of the planning stage.
This one in Houston completed planning and was ready for contracts before the City sued & the Feds gave the stop order.
