Walnut Bend or Briar Hills might be worth checking out. You'll find nice homes in your budget in both neighborhoods. Briar Hills has a particularly well-regarded elementary school, one of the best in HISD.

Both neighborhoods experienced some flooding during Harvey (particularly Walnut Bend), but at least 50% of both stayed high and dry. In Walnut Bend, I'd suggest staying at least 2-3 streets away from Westheimer, and probably 4-5 streets away from Buffalo Bayou.
