I’d say the SWLA accent is more similar to Houston than it is to New Orleans, but in SWLA, they notice the Houston accent too. It’s definitely different enough to each be unique.

I definitely don’t hear any New Orleans accents in native Houstonians. You’re right; Houston’s accent is similar to Acadiana’s. The man in the video sounds very similar to people in Opelousas.

Acres Homes looks a lot like rural Louisiana.
It does, which is why AH natives call it a country hood because that’s what it is. Garden City (W. Montgomery & Gulf Bank Rd) is the rural part of Acres Homes, W. Montgomery & Little York is the hood part, that’s Lincoln City. Before Garden City projects were built, the area where GC sits used to be all rural.
