My 23 yr old daughter just accepted a 2 year internship in The Heights. Her budget for rent is $1000 before utilities (so living with roommates is expected)

Where is a good area for a reasonable commute and safety? I suggested Jersey Village or something along 249. Her boss lives in Tomball (but also has kids so that could have more to do with wanting good schools). My 23 yr old would prefer to live near people her age. I even suggested finding a student apartment near UH. Safety, Affordability, and a reasonable commute (20 miles/ 30 minutes or less) are all important factors.

Any suggestions?

With a roommate, she could probably find a place to live in the Heights. Lots of new apartments in the area.

Depends on the roommate situation. I think Jersey Village and Hwy 249 are unnecessarily too far out.

I know some twenty-somethings who work way out in west Houston who live in Cottage Grove very close to the Heights. I think this is a very popular area. I second the notion of looking much closer!

Perhaps Spring Branch? (north of IH10/east of Loop8)
Pretty close to The Heights, CityCentre and easy access to IH10. Great shopping nearby.
She could avoid the traffic entirely using Long Point or Westview for commute.

No brainer here - Heights with a roommate. Very short or no commute to work (rare in Houston), generally safe, plenty of things to do, lots of people her age, etc. A 23 y/o would be bored living in Jersey Village or west Houston...

There are some pretty bad apartments and areas in Spring Branch though. It's also more for families than young adults.
With roommates OP should be able to find something in the Heights which also has more young people.

Several of those have actually pretty good ratings:

Renting a 3BRM home could be also an option.

Crime is probably no worse than in Heights
"The Heights has a relatively high rate of crime when compared to national and state averages. While the US only experiences about 2,580 crimes per 100,000 residents, The Heights experiences about 4,089. The neighborhood has 3% more violent crime and 68% more property crime than the national averages."
