I agree it means starting the 21st, which begins at midnight. You might complain to the news sources for not making that more painfully obvious, but I don't think you'll get much of anything from that but a chance to vent.

I think most people like OP would interpret tolls starting at "midnight on the 21st" as there being no tolls on the 21st and tolls starting at 12:00am May 22nd.

TBH I didn't catch all of the time differences early on but I've always considered 12am to be morning and 12pm to be noon.

New day starts at midnight. So midnight 21st sounds pretty clear to me. But not all people have enough attention to the details. And apparently the road was free just for a couple of days. That seems to me like an intentional trap to collect more revenue.

When do people celebrate the New year?
Dec. 31st at midnight or January 1st midnight?

I knew there was the possibility that this would happen
Since everything here is about screwing over the average person.
I guess it’s too difficult to start toll at 11pm or 1am to avoid confusion.

To me toll started on 22-nd means that the last day of toll free day was the 21th till 11:59PM/23:59 and the toll starts on midnight 0:00AM when the day turns to be the 22 of May.

Midnight is a beginning of a new day.
I think that 12 hour day (AM/PM) it's more confusing than with 24hrs/day, when after 23:59 the clock starts with 0:00 again.

No one is screwing over average person. Most people know that a new day/date starts at midnight.
Sorry that you didn't know that.


It's probably more confusing to read the forecast, then.



Since a day starts at 0:00 the temperature of that night is listed on the bottom, and the temperature of that day is listed on the top. The numbers mean the lowest temperature during the night and the highest temperature during the day. Both mean the same day.


Simply said, a day starts at midnight 0:00 and progress till the next midnight 11:59 PM/23:59 Then a next day starts at 0:00
It's always midnight to midnight.
