We like the home models in Candela master planned community and zoned to good schools. Is it safe and less flooding risk area to buy home?

I've driven by a few times--looks like a nice community. The builders are reputable/known as higher-end suburban builders in the area (Coventry, Westin, Newmark). Schools are great. The Northern part of LCISD (all schools that feed into Fulshear High and Foster High) is on par with KatyISD (esp the Fulshear HS track). No more flooding threat than anywhere else in the area. The new Master Planned Communities are held to a pretty high standard in terms of flooding, so I wouldnt anticipate this being an issue (i.e. they have to raise homesites, build a lot of flood proofing infrastructure, etc).

No place in Houston is flood proof. Some are more prone than others, but I wouldn’t pass up on getting flood insurance.

Two words of caution
1) That's a former commercial nursery. I personally wouldn't buy there b/c of all the chemical use on the plants for years, but YMMV.

2) Might want to check on school zoning, a lot of the LCISD schools in that area are quite overcrowded (some even not accepting new zoned students)

They can do that? Where are they supposed to go to school then…?
