Prior to Harvey, some isolated portions of the south-of-I10 villages experienced structure flooding due to local drainage issues that have mostly been corrected/addressed by now.

Hurricane Harvey resulted in some structure flooding in the southernmost portions of Piney Point Village and Hunters Creek Village, mostly for homes immediately abutting Buffalo Bayou. North of this there was some street flooding but no widespread structure flooding. In general, the Hurricane Harvey flooding in the Buffalo Bayou watershed was much worse/more widespread between Hwy 6 and Gessner Drive vs east of Gessner.

I like the Old Braeswood neighborhood near Rice. I might also be interested in living up in the Heights or near Buffalo Bayou and downtown.

Yes. But I personally prefer the south of I-10 villages to Spring Valley. Nothing else like it in the metro.
