I would recommend the North West Part of town, around HWY 6 and 290.
Schools in the area are good (although you have a few years for the little one). Are you or your husband already linked with job, as that would better determine the area.

I would recommend the west side of town. Maybe along Westheimer. You'll be in HISD though, and not sure how cheap they are.

But I found some for you here. Scroll down a bit, and the ones with the prices start showing up:

Apartments for Rent in Galleria, Memorial, Westchase | Apartment in Galleria, Memorial, Westchase*Texas

This is for the west side of town and I only clicked on the safest areas near good schools, too.

Hmmm....try these. All in good areas and meet your criteria:

Spring: Timber Run Apartments - 3030 Hirschfield Rd. | Apartments.com

Humble: Timber Point Apartment Homes - 5900 Greens Rd. | Apartments.com

West Houston (I use to live in these apartments): Ashton Park - 1910 Westmead | Apartments.com

Camden West Oaks - 2400 Briarwest Blvd | Map & Driving Directions | Apartments.com

And that was just from page one on my search. Here is the rest: Apartments for Rent in Fort Bend/Sugar Land, Galleria, Katy, Memorial, West/Southwest Houston, Westchase, Westwood | Apartment in Fort Bend/Sugar Land, Galleria, Katy, Memorial, West/Southwest Houston, Westchase, Westwood*Texas

$600 wont get you the best place to live. Most 2b/2b start at or about $800 min a month.
