That's funny!!

No they don't. Many of them choose to beg for a living because they can make $50,000/year just by people giving them money. Crazy. And a lot of them just want money - not food, and get all pissy when you try to give them something other than money. Which is why I never offer.

In all seriousness, who regulates the people with buckets walking between cars at busy intersections? In clear lake=, they are always out in force along bay area blvd. Usually they are in street clothes with an empty coffee can... they rarely have any thing identifying who they are collecting for. Not only do they annoy the **** out of me, but they leave mounds of trash in the islands where they wait for the light to turn red. I have yet to give a dime to any of these people. Don't they have to get permits with the city to be out there in the middle of traffic? Can't they be ticketed for littering?

That's just it - no one is regulating that. They are beggars. As far as I know the street is public property, and as long as they aren't in the middle of the street when the light is green, then there's nothing that can be done about it.

Actually, there is a city ordinance that says they can't come any closer than XXX feet (I don't recall the number) and another about children begging (after one got hit). No one really enforces it though.

LostInHouston....Dh and I were sitting waiting in traffic at the light on Marina Bay by Randalls a few months back. Group of people with cans wrapped in white paper trying to collect from all the cars. Police cruiser came out of no where and rounded them all up. Have no idea what happened after that, as the light turned. We did see 2 guys "meander" off before the police could get to them tho and disappeared to accross the street to the shopping center.

But you know, a million dollars isn't a lot of money after taxes...

I don't pay the roadside solicitors any mind, no matter if they're bumming money for a cheap bottle of vodka or they're raising funds to cure cancer. Especially when they're at the freeway overpasses under the giant "NO SOLICITING CAMPING" etc. signs.
