I found this crime report from 2012 that seems very interesting and thorough. Even gives a map of 'trouble' areas. It does seem to show a decrease in crime since 2007.
I'm not sure what methodology city data uses but as you pointed out, 2007 is the most recent data there. If you check the data from the FBI statistics, which is the gold standard, crime has steadily decreased since a rough patch in the mid 2000s. In fact, the 2012 data released last year showed Huntington as having the lowest crime rate since data taking began in the mid 1980s. While there is crime here just as there is in any place, it tends to be focused in a few areas. The report ddmaestro posted above details much of that. Having lived here for several years, I've had no problems. For the most part, stay away from the things that tend to lead to trouble and you should be fine. Hope this helps.
The crime seemed to peak in the 90's with the crack drug problems but has improved. There were dozens of drugged up street walkers all over Huntington at any time of day. Some just teenage girls trying to feed a drug habit. The police really cleaned things up in the last 10-15 years. Last time I was in Huntington (2013) the street crime problem was much improved.
