the issues faced by this city are based in bad calls by an inexperienced council.
the fact that this place is 97 percent hispanic has nothing to do with anything.
lots of other cities have majority hispanic populations and dont have these issues. neighboring huntington park comes to mind.

Won't be long? LA long ago became 50% Hispanic. Today it is more like 2/3 or perhaps even 3/4 Latino, a huge portion of which are illegals. Only a few Black, Asian, and White districts left within the city limits. Los Angeles is Mexico City's largest suburb.
If the city is still unable to provide quality services with the limited responsibilities it has (even with the county providing police, fire, and library services), it could be disincorporated, with its territory taken by Vernon, CA. Vernon has a large tax base, but only 91 residents.

You would have to erase many state names, architecture, and sites, and even the name of the country: United States of "AMERICA".
