The only reason the fence isn't 100% effective is because open border types don't let ICE electrify them and place automated robotic machine gun sentries every 50 meters that target Mexicans specifically.
Razor wire at the top will cure the problem. The problem our fed has in dealing with illegals is that they keep forgetting that illegals are dishonest people. Criminals never care about rules or who they will hurt including themselves.
so if it was an illegal guatemalan the sentry wouldnt fire? what about a brazilian?

i think it is still a deterrant. and i have no problem with it.
chances are that once over the "fence" these young women would probably be aprehended.
