I wished they would have thought about this before giving licenses to illegals.

This is not in the States jurisdiction. Immigration status is a Federal responsibility. The Governor may just as well not issue drivers licenses to those that have failed to file their Federal income tax return. Using the same logic as the Governor, any Muslim found guilty in a Muslim Country of practicing Christianity, and convicted of the crime, would or could be ineligible to get a Drivers license in the US or that state.
It's the same logic.
