$650 *4 = $2,600 + $500 = $3,100 *12 = $37,200 year plus whatever the mothers earning under the table -- and if the father lives with them -- whatever he earns.
2011 HHS Poverty Guidelines
If the mother, father and children are all living together, the above referenced benefits (ca. 2009) exceed the 2011 poverty guidelines for a family of 6 by $7,210!
On top of this, they aren't paying for health insurance, and who knows what type of housing assistance they are receiving.
Are they paying any sort of federal or state income taxes on this money?
