All of Mexico's 31 states, along with Mexico City, require foreigners to present a valid visa if they want a driver's license, according to a survey of states by The Arizona Republic.
"When it comes to foreigners, we're a little more strict here," said Alejandro RuÃz, director of education at the Mexican Automobile Association.

I don't now about border patrol here shooting people, however if illegals from south america are caught here, the authorities play trick and threat with them.

This usually happens on the southern states that border with Guatemala or Belize, Illegal immigrants are rarely bothered in other states, unless they are trouble makers, or they are badmouthing the country, there was an illegal immigrant from Spain who kept talking bad things of Mexico, people got fed up with him and reported to the authorities who quickly deported him.
A common practice in those states to spot illegal immigrants is to ask them to sing the national anthem, if they don't know it and can't demonstrate their legal status or citizenship then the trick and threat game begins.
This is unfair because Illegal immigrants from America, Canada, Europe or Asia are usually left alone, this is also because they come by plane, although if authorities know they can extract some pesos from you in bribes they might give it a try.
However I translated this info about the requirements to get a valid driver's license in Mexico city.

Permanent driver's license requirements
1 The payment of a fee of $438.00 Pesos is required.
2 A form has to be signed under oath of veracity of the information you are filling in.
3 An official ID, (original and copies of it) is required, it could be a Voter's iD, Military service ID, Passport, Former License, Professional ID or another ID handed out by a valid authority that is recognized by the mexican government.
4 Proof of adress (original and copies of it) is required, like energy invoice, telephone invoice, property tax invoice, or a bank account monthly balance, it can't be older than 3 months.
5 Foreigners, need to bring a valid migratory document (original and copies of it) that can demonstrate their legal stance in the country. Licenses won't be issued to tourists.
Here in Mexico, just like in America, we have mafias who can forge all kinds of fake ID's, like social security numbers, Fiscal ID's, etc
corruption is a problem in Mexico so anyone with enough money and the right contacts can get away with it.
Chapter III
Of Foreigners
Article 33 - Foreigners are those who do not possess the qualities determined in Article 30. They have the right to the guarantees of Chapter I of the first title of this Constitution, but the Executive of the Union has the exclusive right to expel from the national territory, immediately and without necessity of judicial proceedings, all foreigners whose stay it judges inconvenient. Foreigners may not, in any manner, involve themselves in the political affairs of the country.
But then, why would anyone want to be a foreigner in Mexico anyway.

However the new Mexican government, and the former Mexican governments don't have much control over illegal immigration, the best they can do is to improve things here in our house, which imho Calderon's government is doing.
We the common folk in Mexico, can't do much about it either, most of me and my fellow country men feel bad about this phenomenon, the best we can do is to demand our government to improve things and give our taxes a better use, or vote for another party instead.
And of course, we can continue talking about this in CD, at least these forums have made me learn a lot of things about this phenomenon, I can't do much but to continue being an honest citizen, who pays taxes, respect laws, fights corruption by refusing to play the game and set the example.

Until Mexico stops using my country as a dumping ground for the people they can't/won't take care of and blasts us for trying to enforce our own laws, they can...you know. I won't say it here, but suffice it to say that I don't have warm feelings towards the Mexican government.

I guess some people must have their reasons, because Mexico is flooded with both legal and illegal immigrants
The reason people doesn't make a big deal about it, is because as 70% of illegal come from south america they assimilate easily, and the other 30% usually come from rich countries, they have a good education and skills that can be put to good use here, however now the Mexican Government is worried about the Maras that are gangs from Central America, because of the activity of these gangs, security meassures in the southern border are getting stricter.
The highest amount of illegal immigrants here in Mexico come from Brazil, so now Brazilians need visas to come to Mexico.
