That's right - i.e., I -think- if they are J1 visitor, they can get SSN (stamped on card) "not for employment authorization" (or something similar), and so they can be paid a stipend, or other non-wage payments - travel reimbursement, etc. Something like that, as I recall - used to work at a university that hosted some J1 scholars and visitors. However, those were of the 'legal' variety.

Employers antarez provide the government with a quarterly report (data format if >250 emps) with ss numbers, names, and quarterly earnings.
That is done both to properly pay both employer and employee FICA taxes, plus to calculate Unemployment compensation earnings basis, if applicable.
If an employer fails to file, they are economically fried. Educate yourself. It is an Employer's 941 form, available on the IRS web site. Your SS statement is based on those reported earnings.

Ever heard of "contractors"? Fake numbers all herded in and given to the employer and then hire illegals off the street. Thousands of illegal businesses do this. 50 people can work on one fake number. How do they tie a number to a body? They can't.
