The process takes so long because of the quotas. There is a finite number of family-based visas given out every year, and a handful of countries (Mexico, India, China, Philippines) are restricted by quotas because if we didn't impose quotas, those countries would claim most if not all family-based visas every year. That's why the wait is so long. There's no way to streamline it.
What we need to do is eliminate chain-based immigration. Most countries do not allow adult children, siblings, parents, etc. of permanent residents or citizens to immigrate. At all.
