If the government does not appeal, the ruling will permit Ledezma-Cosino once again to seek to stay in the country or at least leave voluntarily, without being detained.

Who cares about Ledezma being "safe" from being deported cause he has or had a drinking problem? Deport him and put a 10 year ban on him ever trying to come back to the US. Period.
