The merit system makes sense. It is what they used back in the day when immigrants came to America. They either had to have the means to support themselves, a marketable skill or someone that is a citizen to sponsor them. There was no such thing as public welfare.
Trump needs to get rid of the law breakers first. I don't think anyone will miss the gang banger drug dealers, so get them out. Then start working on the rest that are sponging off the system that cost tax payers piles of money.
Why should America support someone that has no skills and no interest in learning one?
Merit based immigration is swamp lingo for more H1b's from India to take the high paying jobs of Americans.
The standard of merit should be above and beyond the average standard that is available locally... meaning if you find a genius somewhere in India or UK or Tokyo or whatever then sure we want those people...but regular Joes, no thanks, we have lots of local Engineering talent right here in the US.
At a minimum the job should require a Master's or above + 15 years minimum experience in a high profile company (lots of fake stuff can be got in India such as I worked for my Uncle Pujachalapallipottishetty's software shop for 20 years!)... a genius will have experience in an international caliber company and have worked on high profile projects.
There are also a lot of fake universities in India where you can just buy a degree so that needs verification as well.
The gist of it is that we should be vetting these people who come on H1bs and making sure they are only the very best of the best, I bet less than 1% of the current H1bs will qualify.
What merit based reform should mean.
1. Applicant can demonstrate that they have the means to live in this country free of any government assistance.
2. Applicant can demonstrate that they have have a skill set that this country requires.
3. Applicant can demonstrate that they have never broken any laws in the United States.
4. Applicant can demonstrate that they have no criminal convictions in their native country.
5. Applicants can demonstrate that they have no association with criminal elements or organizations that are hostile towards the United States.
5. Applicants can be properly vetted, that includes refugees.
This would be a good start.
There is some kind of merit system in place right now but the main issue is that there are so many corrupt governments and bad people who come with fake papers that are not properly checked and they come also from European countries.
If you read immigration blogs regarding what people write and what they admit on blogs than it is mind boggling how some can get a green card by deceiving and lying and some without lying as it seems but without able to get the papers that are required as they lost birth certificates or their country doesn't keep proper records.
School records often are faked by Eastern Europeans as well as birth certificates so it easy to understand that paperwork about income will be fake too.
