The targeted cities are New York; Los Angeles; Miami; New Orleans; San Francisco; Baltimore, Bloomington, Minnesota; El Paso, Texas; Harlingen, Texas; Imperial, California; Omaha, Nebraska and Phoenix, Arizona. They were chosen because they are cities which have high populations of illegal immigrants with criminal charges, the officials said.

Legal non-citizens aren't the issue they are talking about (that's what you're implying by law-abiding)so what does your comment mean? Are you talking about illegal aliens? Are you mixing the two? Why? Why do you want to keep illegal (criminal) people in our country? Will you clarify that legal noncitizens are not the issue in the topic?

They are not law abiding if they are here illegally. I was unaware they were trying to remove law abiding noncitizens here on a current, valid visa.

These are guys already charged with a crime? The real bad hombres...our court system sucks it takes forever. We don't need them lingering here. Guilty or innocent of the original crime, they are still illegal and have no right being here.

I suppose your statement is true since law abiding non-citizens include resident aliens, people here on work, student and visitors visas. Your statement is completely off topic and should be removed.
