Brass tacks: it would codify, meaning make legal, nay mandatory, illegal immigration equal to or greater than Bidens first term, which in itself was an unmitigated disaster.
Why is there even an attempt at a 'deal'? How about Biden whip out another EO to undo the one he did that caused all of this?
The only thing that needs changing are our asylum laws. No one who who has entered our country illegally first should be able to claim asylum after doing that. They should also have to make a claim for asylum through their local embassies. No showing up at our border doing that especially while passing through several countries to do so without asking for refuge there first. No one should be allowed into our country until their cases can be verified first and even at that we need to put a cap on how many viable cases we allow into our country.
