You are incorrect about there not being visas available for some of the above. At any rate if there is no legal way to come here then you don't come the illegal way either!

There are Ag visas available for seasonal work. Called H-2A visas, there are approx 30,000 visas issued total in the program (very short of the need).
My fault entirely for being unclear - I was thinking of immigration visas, but somehow forgot to type it.
Seasonal visas for unskilled labor is actually a good idea, but as you point out, 30,000 is a drop in the bucket. If it's practically impossible to get one, then the program is of little benefit.

H-2B visas are available for "professional" jobs. This is more long term. However, they are rare and have MANY exclusions. Again, leading to being impractical...thus creating illegal immigration to be more attractive an option.

There may not be a cap, but there is obviously a problem in promotion and accessibility.
You are exactly right. The farmers don't want to use these visas because they would have to pay a legal immigrant better wages, provide housing and healthcare for them. They would be obligated to treat them like human beings rather than slaves.
