The outline calls for illegal immigrants who want to get on the path to legal status to admit they broke the law by entering the U.S., pay fines and back taxes and perform community service. They also would be required to pass background checks and be proficient in English before working toward legal residency, required before becoming a citizen.

If this passes, I wonder how man illegals will follow the new rules. I'm sure not all. The background checks will scare many away, but that does not guarantee that they will leave the country. People need to go home and fix their own broken and corrupted governemts such as Mexico's.

Mexicans and other Latinos are not only illegals that are abusing our systems. My area is overrun with Russian immigration and I'm sure many are not here legally. The Russian immigrants have managed to stay under the radar because the focus has been on Latinos. That's a shame because we have such a large Russian Mafia presence that the FBI had to set up a special unit just to accomodate Russian crime.

My neighborhood used to have a couple of local banks. We now have more banks than the Cayman
Islands. There are at least one or two on practically every block. Can anyone say...money laundering?

There is no doubt that organized crime is involved in the lucrative illegal cheap labor industry. There is also no doubt that our government will not conduct thorough background checks on all illegals. Nor will illegals pay the measly $500 “fine” or comply with any of the requirements. Why should they, given our track record for lack of enforcement?

Illegals have become accustomed to circumventing laws. That won’t magically abate with legalization. They will simply continue to hone their fraudulent skills.

I was not even referring to that particular crime, but you are probably correct. Many of the Russian immigrants are involved in drugs, contraband, gambling and prostitution. I have witnessed them wearing designer clothing and jewelry while they present their food stamps at the market and then proceed to get into brand new vehicles. Very infuriating. The Medicare and Medicaid fraud in this area has caused the number of pharmacies here to rival the number of banks. They get prescriptions, fill them and then sell them. There was a woman recently caught that made millions doing this. The medical diagnostic centers have increased because they are suing on a record scale. There are large numbers of ambulance chasing Russian law firms that have someone hanging out in hospital emergency rooms waiting for accident victims to solicit. I've seen this firsthand. If any group of people are abusing and scamming the system more than many of the Russian immigrants, I would be curious to know who they are.

Which neatly explains in part why so many illegal aliens are from Latin America, Ireland, Russia, China--------all places where corruption is a socially accepted way of life. Whereas countries like the UK, Germany, Sweden, Australia, etc. supply far fewer of the above losers due their much stronger cultural belief in the Rule of Law.

Unfortunately, it’s a HUGE enterprise. I saw a report yesterday in which food stamp recipients have been purchasing cigarettes, Viagra, beer, condoms, and other items restricted under this program. They also received cash back, and the unscrupulous businesses would charge welfare twice the amount. I didn’t realize there is no requirement for itemization of products under the food stamp program. They estimated taxpayers have been swindled out of at least $3 billion from these fraudulent practices.

I see this all the time. I know of stores that accept food stamps and wic that sell nothing more than booze, cigs and junk food.

There shuld be very severe fines and imprisonment for businesses that do this. I was working in a friend's health food store and they were very strict about not accepting Food Stamps for anything other than FOOD! No vitamins, detergents or cosmetics...ever! The customer receipt was itemized, but not the Food Stamp receipt.

Not in California,food stamps are sold,used for beer,cigarettes,traded for drugs and whatever someone is willing to give for them.

Therein lies the problem. How on earth does the government know “what” is being purchased with food stamps without an itemized receipt submitted by merchants? It’s almost as though they’re encouraging fraud. They should know the honor system is inherently flawed, and prone to fraud and abuse. This is beyond absurd.
