This is one reason we have an illegal immigration problem in this country. Why is this not considered aiding and abetting?

No, it isn’t aiding and abetting law enforcement. That would involve identifying and apprehending illegals, not issuing IDs to assist them in receiving services, and “making their lives easier.”
