I have a distant friend who lives in Freeport and I hear how low his rent is. From my research, the area is not growing at all.

Super low rents and no growth tell me that the town is in trouble (although I've never been there.) How bad of a town is it?

On top of that, it's sister city of Rockford doesn't appear to be doing much better. Homes for sale are dirt cheap (but high in real estate taxes, what a SHOCKER!)

Freeport was very dependent on manufacturing employment and other related industries, all have declined substantially, on the order of 20-25% over the last 10 years. Therefore, population there is more elderly than average with fewer younger people and families which explains the population decline.
