Let me begin with the fact that Home Rentals my current land lord is and always will be the slumlord queen of Carbondale IL. The only reason I rented from them is becasue they control 600 properties within walking distance of campus I knew they were worthless from the get go but I had to take it because I couldn't spend the gas to drive to and from class every day. Regardless, here is the situation; Myself and my roommates all went home over break leaving (as per the instructions left by our landlord) the heat on low-med in the kitchen and bathroom so the pipes would not freeze. one of my roommates had his girlfriend check up on the place over brake to pick up the mail and make sure the place hadn't been burglarized. She found that even with the heat on the pipes froze and so she contacted our landlord. They said they would come by and see if they could fix the problem. Their solution was to turn all the heaters on in the apt which are all ELECTRIC RADIANT heaters to full and leave them on for the next 2-3 weeks. They also left cigarette butts, ash, and some unattended to business in the toilet. When my roommates girlfriend came back the place was a sauna and she didn't know how to turn down the heat, so she did her best to clean up the mess (not before taking pictures though) and then locking the place up until we returned. Suffice to say our electric bill was over $200 for a month with absolutely no people living in the apt at that time. I should also mention that my roommate called our landlord and explained this and they indicated that because we rented in a house that was turned into apartments we were supposed to keep all the pipes not just the ones in our apt from freezing but the other units as well. I was wondering if there is any way to have the landlord cover part or all of the electric bill or at least threaten them with some legal action to get them moving? I am sincerely PI$$ED with our landlords and want to know if there is anything I can do.

By the time you cover the cost of fighting them it will end up costing you more than the bill. Your land lord knows this.
