It certainly borders on it. When they ask for protected information of a personal health nature, that is hardly ethical and one could argue, illegal.

Please read HIPPA again. It's probably the most widely misunderstood concept across this entire site. That business can't call your doctor up and ask for your vaccination status. They CAN ask you to willingly show them your vaccination status or not patronize their business.

It all matters how the information of the students is handled. Personal and private health information is protected by these laws.

Right. If schools need vaccine info, they have to take and store it. Therefore, need to secure it so it doesn't fall into anyone else's hands. If a business wants to see your vaccine card, they're not taking it and storing it. And if you want to patronize that business you willingly show them. See the difference.

Yes, I see your point. But I still question the legality of it especially under this circumstance. Providing this information under duress in a sense since you are getting a Scarlett Letter on your forehead and being told you cannot utilize a service and are being discriminated against for a non health issue or health issue. Just because something is legal (still questionable) does not make it ethical.
