The 1996 Telecom Act passed during the Clinton administration, he explained, opened up the US broadband market by requiring competitive access to local services. But in 2002 the FCC issued its triennial review of the act, and granted ISPs the ability to limit access from digital exchanges to remote hubs.
The reasoning given was that this would encourage a more rapid build-out of faster connections, but it left smaller companies being forced to pay the telco's asking price for exchange access or build their own lines to the exchanges in metropolitan areas in order to connect their local markets.

The bandwidth cap is "suspended" and has been for some time...... not that it makes a difference for my usage.
We have at least two decent choices here in this part of the Atlanta metro: Comcast cable and AT&T U-Verse. We use Comcast. They no longer have a usage cap, but we used to come in under the 250GB cap anyway even with relatively heavy Netflix usage.
Other than youtube or other video on the web I don't use any video services and that is really the only thing that will drive your bandwidth usage anywhere near 250GB. Another thing that might go over the cap is backup services especially during the month of the initial transfer.
In average month I'm only using about 10% of the 250GB.
