If internet providers charged a small fee for each email sent it would eliminate or significantly cut down on all spam and scams currently using the internet. If the eamil I send isn't worth $.01 to me then I probably shouldn't be sending it anyway.

I'm sure someone can suggest a worthy way to spend the revenue collected.

Nope, we pay for a service and that service should cover all costs, as the plan states.

Ignoring implementation issues, I don't believe it would eliminate very much of the spam emails. Look at the volume of junk mail people receive. The cost of sending junk mail is much more than a penny and it doesn't stop the mass mailers. They send it even knowing that the response rates will be extremely low.

In order to eliminate or significantly cut down on ridiculous posts with horrible ideas, I'd like to charge you $.25 for each post you make.

How could that possibly be enforced without the IRS following every computer.
