I have a small project that I want to get online. My guess is that it would take somewhere between 5-20 hours to build the website. I dont think any kind of template would fill my needs.

How do I go about finding someone to complete this project? I think it would be good for a college student on summer break or someone looking for a short gig. I think getting involved formally with a company would be too much as I dont think this will take all that long to do and I am hoping to get this done for 3 figures.

Any suggestions?

That site sells everything in Fives, so you have to buy in multiples. Many (most) of the developers you'll find there are in countries with very low COL, so you can get cheap labor.

You have personal experience with the site? Recommend it? I have some concerns over a potential language barrier.

I figured the first step in this process would be sending a rough design of the website I am looking for and then talking on the phone and setting a plan to implement it. That way we would both be 100% on the same page and allowing for discussion and input from both of us.

Don't use fiver (or any other bidding site)... it takes jobs away from Americans.
In doing so, you are no better than a large corporation who moves their operations offshore to save a few bucks

If there is a local art school or community college, hire a student.

You can try elance.com. I've used them for a few projects. You can set country preferences if you only want to solicit bids from US, UK, etc.

No experience at all, but for the kind of money you want to spend that's what you are probably going to get (unless you really do have < 10 hours worth the work and a up to $1000 budget).
