Call them and tell them you want to cancel. They will give you the retention department, tell them you can't afford it and if they can not offer you, (name your rate) you will leave. You don't have to cancel then and there if they say no just say you are switching and will call back to cancel when you are set up with a different provider.
For just browsing and email you should be fine with DSL, you can probably get it with a phone line.

I share the cost with someone or could not afford it. If I can't share I will go back to the library internet. I can use a laptop in the parking lot at the library 24/7.

And get the name and ID number if possible of the person you talk to. My cable company promised me a great deal but then they didn't process it. They say they will send a confirmation email in 6 hours, that's just to throw you off your game, we all know emails are instant now adays. So I had to call back and they will honor it. but then they send out confusing statements, mine says the price quoted, but it lists $10 off for only 2 months and I think I will have to call back to get it resolved in 2 months time.
