Google sees the IP of the VPN and that is part of the reason why you are being blocked. The reason you may not be blocked for one phrase is because they may have seen a lot of activity for the phrase.
It's anybody's guess what the specific criteria Google would use to block you but filtering programs typically score something based on multiple variables. They will have a lot of traffic to coming from that IP and that may raise the score but not enough by itself to block you. There might be some abuse coming from that IP which raises the score even more but if legitimate traffic is coming from it you're still under the threshold. The search term you used may be something used a lot where the abuse is occurring and that is what got you blocked.
On the other hand maybe some Google engineer doesn't like Jimmy Hendrix.
You only think you have a unique IP. There are discussion forums (similar to this one) that have blocked entire countries, by range-banning IPs. When I search /my ip/, I get a location 363 miles from here. Apparently, everybody here, there, and in between has been banned by some sites.
