There may be a metric somewhere if you lose 20% you need 40% to get back to even. May have been markets like 2020 where the rebound came very fast. It may be more "normal" to have gains of 10% so would prolong your bear to 4 years.
Sometimes you see where the bottom of the bear becomes the new floor. When you get back to even is when bull market begins. Should be some momentum in the upswing that continues.
So could be great time to buy VOO. Last time to get it at current prices. You can't time the market to get exact bottom. In fact you may want some assurance it won't fall further.
