while you are doing a very good job of presenting your opinion of what you believe a Mosque is supposed to be. None of that actually takes place in a Mosque. A Mosque is for Prayer only. While it is true a Mosque might be part of a madrassas which does teach and preach, there is no teaching in a Mosque. Technically the Mosque is the area the individual Muslim prays in. The area covered by his prayer rug. there is no building required and for many Muslims the only Mosque they pray in will be a small spot in their home.
If you were to go into a Mosque anywhere in the world, it is doubtful you will hear any preaching or teaching. If you hear either you have entered a madrassas or something else.

The Friday Jummah does have a Kutbah that can begin 30 minutes before the Salah(Prayer) it is to be a short talk pertaining to the local community and it must be completed before the Athan is called for the Salah.
In real life practice especially in the Western world. Muslims seldom attend any particular mosque and simply go into the closest on at Salah time and run out the second the Salaam is said. About an average of 10 minutes in the mosque.
As for any formal rules as to what an Imam is to do there basically are none, except a Muslim should not pray behind a person that does not know how to lead the prayers. There is no formal training required to be an Imam no required "Seminary" and ordination. Typically the oldest person in the community will assume the role of Imam. The average adult Muslim is capable of being an Imam (also many younger folks) I believe currently the world's youngest Imam is 6 or 7 years old. I have met quite a few teenagers that are quite capable of being Imams (if they were financially able to maintain a Mosque) If person desires to be an Imam they had best be aware they probably will not get any financial support from the community and they will be responsible for all expenses related to maintaining the Mosque.

Born in America, Anwar al-Awlaki was an imam of Dar al-Hijrah mosque in Northern Virginia at the time of 9/11. He openly condemned the terror attack at the time.
He moved to the UK in 2002 and regularly gave talks at mosques, urging Muslims 'never to trust the non-believer.'
By 2005, al-Awlaki had moved to Yemen and was arrested in 2006. He was held for 18 months without being charged.
By the time of his release the following year, the New Mexico born cleric moved to Shabwah province and is thought to have become directly active with Al-Qaeda in the Arabian Peninsula.

No Muslim or even Islamic group represents Islam. We each represent only our self. we do not have the luxury of saying "Someone" misled us. We alone are responsible for our actions. We are not to be blind followers and should not following the teachings of any person, unless we our self have verified them to be true. It is out own personal choice to do good or evil. We have to do either by our own choice and face the consequences of our choice.
If a person believed Awlaki was correct, it is because they them self beleived as he did, not because they were taught. It is always one's personal responsibility to verify the validity of everything before doing anything. If they are doing so simply because someone has told them, they are still guilty of the evil they do, because failure to verify is blind agreement and that is forbidden.
