At this point, is it even possible, for the City of Jackson to get any more pitiful? I think that maybe they've arrived at some sort of absolute - beyond which one cannot progress - because the place has already reached a state of complete, total, absolute, pure pitifulness.

Nope, it's at Rock Bottom. Thankfully, you have to hit that before you start climbing.

By getting better, I mean roping off about 20% of the city and making it decent, while the rest still rots.
