Seriously? Is it so hard to believe that a company has recruiting staff and still outsources a portion of it?

By your logic, no company with an offshore IT contractor has ANY internal IT support. I haven't changed what I say at all. Stop and actually think about this for a minute.

I concur with you. Companies such as "cummins" entirely outsource their recruitment and offshore to cut-down on cost. I also know big IT companies have entirely outsourced recruiting needs. If manufacturing can be outsourced, why not recruitment, as the world has shrunk thanks to Internet and social networking sites and forums like this one.
