usually i am pretty anti contacting hiring managers who you don't know, but this situation is a little different.
i interviewed last october for a job at a large university.
the interview went extremely well, and while i wasn't hired, i was told i was an extremely close second. the hiring manager went to hr and told them that i was fantastic and they needed to help me find something. since then, i've interviewed with the recruiter she referred me to and she's been a huge help in getting me more interviews.
now, i just noticed that 2 positions have opened up at this school, one of which has the same hiring manager. it mentions her by title but not by name, but no one else has that title.
i addressed my cover letter to her, mentioned my previous interview, and let the recruiter know i applied. but i have the hiring manager's e-mail address from the first interview. is it weird to contact her and let her know i applied as well?

No, I'd do it.
In fact, I was in a similar situation. The hiring director felt I didn't have the exact qualification for the role I was interviewing for but felt they want to have me onboard somewhere in the company so I contacted him as a reference for another req and got in.
This is an unusual situation. I feel that in this case you can go ahead and contact the HM.
A short email reminding the HM of your prior meeting, expressing your interest in the new position, an you look forward to seeing the once again.
Do not expect a response.
