A company I interviewed for a while back contacted me shortly after the interview saying they could not hire me. However, today they just contacted me asking if I found another job and saying that they'd like to offer me a job. That's all they said. No mention of salary or anything. What gives?

Contacted you how? Did you actually talk to them? Did they actually offer you a job?

They want to find out if you are available and interested prior to talking dollars and cents. If you are interested, tell them so. That's when the $ conversation comes.

they emailed me asking about my status and if I already found another job or not. They also mentioned they would like to offer me a job Thats it. No other details

So I should email them saying that I am interested and ask for more details and wait for their email?

Ask for more details! The original hire may have backed out or they may have an opening for another position that they think is a better fit for you. They probably want to see if you are even available before getting into a formal offer.

You should call them. And I personally would leave it open, and not say that I haven't found another job. I would ay something like "I haven't accepted any other positions yet so I was happy to receive your call because I liked (fill in something that you liked about the process - the interview, the company, etc.) and would be excited to consider the position".

Something along those lines anyway...just don't say that you haven't found anything.
