I currently have an honors/rewards section on my resume (mainly because I started my professional career 3 and 1/2 years ago). Looking over my resume it seems that I need to transition this into a list of huge projects I have been involved with...does that seem reasonable?
Work experience counts more than school-related honors to employers.
Highlight the positive contributions you made at your recent job, i.e. "sold more than $1M in 6 months," or whatever, in an "Accomplishments" section under each separate employer.
If you had some truly exemplary honors/awards in college, (summa c*m laude etc., top graduate in your chosen degree field, etc) list those in one line under or next to your degree.

One last question, are Skills/Expertise sections necessary? I have heard both sides of the argument.

Sounds reasonable to me. I'd bring up these awards when it becomes relevant again, like if you're going to grad school where GPA and your academic records are scrutinized again.
I would only include skills that were relevant to the particular job I was applying for in a separate section.
