If a company says the position will be open from __ to __, do they normally wait until after that recruitment period is over before they even start calling people to set up interviews, or would they start calling people they knew they wanted to talk to to set up times before the recruitment period was even over?
If an especially good potential employee comes along, they are going to get on it, before someone else hires them. Otherwise, they wait till the open period ends, waiting to see if someone really perfect comes along. If not, at the end of the open period they will take a look at what they have, and chose who to interview that are not perfect.
It can be both. They just stop accepting applications once the closing date hits.
