They haven't mentioned background checks yet. In the past, I've had to pay for my own background checks and they've occurred after an offer was made, so I figure that step wouldn't be until later. But I could be wrong.

Also, what's a good amount of time to wait to follow up so that you reiterate your interest in the job, but don't seem annoying or desperate either? A week and a half?

To be honest I don't think I have ever heard of anyone checking your references BEFORE an offer was made. But yeah it can take a couple weeks. If they make an offer and do a CORI check that can take about a week or longer too.
Another idea - Could you call your references and see if they have spoken with the company?
