Hi everyone, just need some second opinions on how my interview went yesterday. I'm trying to get back into the medical billing field and my former Human Resources director recommended me at the new company he is working for...

Long story short, he scheduled an interview for me and I went in yesterday and instead of meeting with the hiring manager, I met a different manager because the hiring manager was on the phone I would have waited but the manager assured me that he would call me within a week. I am definitely qualified for the job and the one who did interview me liked my experience.

Because I am trying to get this job through a connection, is it possible that because HR already gave an outstanding review, that's the reason why the hiring manager did not need to meet me?

Any thoughts/personal experiences?

It sounds like a disorganized operation if the person you should be interviewing with was on the phone as a reason not to interview you. It's OK they had you speak with someone else, but they should reschedule the interview with the hiring manager. You should ask to schedule a time to interview with the hiring manager, but also thank them for seeing you that day.

I would not consider it a good sign that the hiring mgr. didn't meet with you.
