I interviewed for a support staff position in a school district a week ago and heard on Monday that they were starting to contact my references. Would a week or so between when a prospective employer started contacting references and an offer be roughly a normal amount of time to wait? Have you ever had references checked and NOT gotten an offer? The waiting game does suck sometimes.
I've waited anywhere between one day (the stars aligned and all my references answered the phone!) and three weeks, personally. I wouldn't be too alarmed at this point, especially since it's a school position and mid-June tends to be a busy time of the year in most school districts.
Usually, less than a week. 2-3 business days, at most. Checking of references means an offer is imminent (if the background checks and references checks are successful).
Also, what's a good amount of time to wait to follow up so that you reiterate your interest in the job, but don't seem annoying or desperate either? A week and a half?

No it doesn't. They may be contacting the references of their top three candidates.
It can take time, currently I'm still waiting for HR to clear me and setup a start date for me (after thorough drug screening and background check) and it has been 3 weeks already.
For the most part they are quick about it, maybe a week or two at the most, in rare instances longer.
