Depends on what you're trying to accomplish. If you're wanting someone to step in running and carry the load, then obviously work experience. If you're grooming someone for the future then education.

It depends on the occupation. In my field, the education and certification is mandatory to even apply, the experience and interviewing skills is what gets you the job instead of someone else.

same as newtoks, degree/certification is needed to work but experience is what gets you hired over someone else...

though, because of the certification, new people get hired without experience (not counting the rotation part of school as experience) since there seems to be more openings than people with certificates. All the places I worked at trains their new hires, whether they have 0 or 10 years of experience. Sure it might be quicker to train someone with experience but hiring for years/decades, an extra weeks/month of training won't make much difference if they get a good employee at the end of it (they won't keep a person that doesn't pick up training though). This might be just in my area, I'm sure large coast cities have more people, but they have more employers as well.

At the end of the day, almost everybody is looking for somebody who can make them the most money.

This translates to ...

1) People who can bring in additional business

2) People who can do their job well and efficiently and do as much of it as possible for the amount they get paid.

That all comes from mostly experience.

However, you don't want to give your client a qualifications package that says your head Structural Engineer has a degree in Philosophy. That is where the quals (certs/degrees) come in.

They are the basics to get your foot in the door.

Generally experience, unless there is some prerequisite by the employer or profession.
